Meeting Minutes of the Indianola Port District Board of Port Commissioners Tuesday, July 28, 2020 at 7:00 PM Indianola Pavilion, 18976 Indianola Road NE, Indianola, WA 98342

Call to Order#

Commissioner Henderson called the meeting to order at 7:04 PM.

Commissioner Comments#

Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items. None.

Consent Agenda Items#

All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered routine, and will be enacted by one motion of the Commission with no separate discussion. Items can be removed for discussion by a Commission member or citizen request.

• Meeting Minutes of the June 16, 2020 regular meeting – Commissioner Cookson moved to accept the minutes as submitted. Seconded by Commissioner Walker. Passed unanimously.
• Accounting Summary Report by Port Auditor Susan Henry (June 2020):
  • POI continues to receive property tax income.
  • As of June 30, 2020, Net General Fund Balance after warrants paid (excluding project fund): $101,472.90
  • RCO Project Fund Balance: $10,752.94
  • Project Fund Expense Balance: ($32,834.38)
  • Project Fund used to track the RCO Grant Match.
• Payables for July 2020 and previous months:
  • Voucher #2101 – $7,088.00 to Enduris of Washington for annual insurance
  • Voucher #2102 – $2,000.00 to IBIC for security and Mutt Mitts Commissioner Henderson moved to approve payment of vouchers as submitted. Seconded by Commissioner Cookson. Passed unanimously.

Old Business Items#

New Business Items#

• Maintenance/Repair Permit: Commissioner Walker reports that Commissioner Henderson is obtaining documentation and the permit application will be resubmitted.
• Dock Entrance Upgrade: Commissioner Henderson reports that a virtual project hearing meeting is planned for August 13, 2020 with Kitsap County Planning.
• At-Large Port Commissioner Discussion: Commissioners discussed positive and negative effects of an at-large district for POI.
  • Changing the district would require a vote in November and pro/con statements for the ballot.
  • Re-districting is required every ten years and costs $800–$1,200.
  • Commissioners decided to keep districting the same and perform re-districting as required.

Next Port Commission Meeting will be held on August 18, 2020.

Open to Public Comment#

John Lane reported he has boards and stainless steel screws to use for repairs once the permit is obtained.

Commissioner Cookson moved to adjourn the meeting at 7:52 PM. Seconded by Commissioner Walker. Passed unanimously.
