Call to Order#

Commissioner Henderson called the meeting to order at 7:03 PM.

Commissioner Comments#

Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items. None.

Consent Agenda Items#

All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered to be routine and will be enacted by one motion of the Commission with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by a Commission member or by Citizen Request.

• Meeting Minutes of November 19, 2019: Commissioner Henderson moved to accept the minutes as submitted. Second by Commissioner Walker, passed unanimously.
• Accounting Summary Report: Submitted by Port Auditor Susan Henry. Statement for November and December 2019 provided. As of December 31, 2019:
  • Net General Fund balance (not including project fund): $110,010.14
  • Project Fund Balance: ($24,022.68)
  • Note: As agreed in earlier meetings, the Project Fund is being used to track the RCO Grant Match.
• Payables (January 2020): $1,519.75
  • Voucher #2088 – Kingston Diver Down, $500.00
  • Voucher #2089 – Sound Publishing Inc., $85.00
  • Voucher #2090 – Cory Gregerson, $34.06
  • Voucher #2091 – State Auditor’s Office, $600.60
  • Voucher #2092 – WPPA, $300.00 Commissioner Henderson moved to approve payment of vouchers as submitted. Second by Commissioner Walker, passed unanimously.
• State Auditor Report: Auditor Henry reported the State Auditor’s Office has completed review of 2017 and 2018 records. Everything was fine. The Auditor’s Office recommended clarifying reimbursement of expenses to POI staff in writing, suggesting pre-printed receipts.

New Business Items#

• New Commissioner Swearing In: Oath of office sworn by Gary Walker.
• Resolution 2020-01: Introduced by Commissioner Henderson, continuing Resolution 2013-14, in which the Commission agrees to serve without compensation. Commissioner Walker moved to accept Resolution 2020-01. Second by Commissioner Henderson, passed unanimously.
• Maintenance/Repair Permit: Commissioner Walker is working on this permit process. Permit number assigned, additional documents needed.
• Dock Entrance Upgrade: Terry Reckord provided update. Shoreline Substantial Development Permit (SSDP) is in pre-application review at the county. POI may be eligible for a Type I revision, requiring a simplified checklist process that would reduce timeframe and cost. SSDP can take several months and is required before a building permit can be obtained. Building permit typically takes less than a month.
• Port Website Update: To be addressed at next month’s meeting.
• Next Meeting: February 18, 2020.
