Meeting Minutes of the Indianola Port District Board of Port Commissioners Tuesday, October 10, 2017 – 7:00 PM Indianola Clubhouse, 20446 Indianola Road NE, Indianola, WA 98342

Commissioners in attendance: Jeff Henderson, Eric Cookson, John Lane Port Auditor: Susan Henry Recording Secretary: Jayne Larson


Call to Order

Commissioner Henderson called the meeting to order at 7:02 PM.


Commissioner Comments

Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items.

None.


All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered to be routine and will be enacted by one motion of the Commission with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by a Commission member or by Citizen Request.

  • Meeting Minutes of the September 12, 2017 regular meeting – Commissioner Henderson moved to accept the minutes as submitted. Second by Commissioner Lane, passed unanimously.
  • Accounting Summary Report by Port Auditor Susan Henry:
    • As of September 30, 2017, Net General Fund balance after warrants paid, not including project fund, is $82,192.77.
    • Project Fund Balance is $4,178.18.

Payables for October 10, 2017:

  • Voucher 2037 – $72.53 to Sound Publishing for Legal Notice
  • Voucher 2038 – $511.01 to Jeff Henderson for reimbursement for Navigation Lights

Commissioner Henderson moved to approve vouchers as submitted. Seconded by Commissioner Cookson, passed unanimously.


Old Business Items

New Business Items

  • The recently installed lights have been stolen and reported to the sheriffs and police authorities.
  • Commissioner Henderson will evaluate cage plans before the lights are replaced again.
  • Commissioner Lane has sent a letter to the Coast Guard to notify them and to request an additional 6 months to fix the lights.
  • Commissioner Lane recommends that the Port explore the lighting set-up for the Bainbridge ferry.

No Parking/Fire Lane Sign Update and Life Jacket Storage – Commissioner Lane

  • Kitsap County will install and maintain a life jacket storage kiosk at the head of the dock at the light pole.

Indianola Road End Acquisition – Commissioner Lane

  • Commissioner Lane reports his discussion with Molly Foster at Kitsap County indicated that the road end could be turned over to a Port entity. There would be some fees involved in the transfer.
  • Commissioner Henderson will discuss with Connie and Terry Reckord.
  • The advantage of having the Port take over the road end would be to allow for handicap parking and a fire lane.

Update on Grant Submission – Commissioner Cookson

  • No news.

Permit – Commissioner Cookson

  • Expecting a call from the county this week regarding permit renewal.

2018 Budget – Commissioner Henderson

  • Reviewed the 2018 Budget as presented at the September 12, 2017 meeting and published in the North Kitsap Herald.
  • Commissioner Henderson moved to adopt the 2018 Final Budget as presented at the October 10, 2017 meeting.
  • Commissioner Cookson seconded. Passed unanimously.

Levy Certification

  • Discussion was tabled until next meeting pending clarification from the County Assessor’s office.

Next Meeting

The next Port Commission Meeting will be held on November 14, 2017.
