Meeting Minutes of the Indianola Port District Board of Port Commissioners Tuesday, October 27, 2015 – 7:00 PM Indianola Clubhouse, 20446 Indianola Road NE, Indianola, WA 98342

Commissioners in attendance: Jeff Henderson, Eric Cookson Commissioner absent: John Lane Port Auditor: Susan Henry Recording Secretary: Jayne Larson

Call to Order#

Commissioner Henderson called the meeting to order at 7:03 PM.

Commissioner Comments#

• Commissioner Henderson acknowledged and thanked everyone for the extensive effort over the past two years to improve dock safety and utility.
• Dan Wolfe from Quigg Bros. commented that several removed pilings were in very bad condition.
• Damaged decking at the dock end, supplied by Smyth Lumber, was replaced as required.

Consent Agenda Items#

• Meeting Minutes:
  • September 15, 2015 – Commissioner Cookson moved to accept the minutes as submitted. Seconded by Commissioner Henderson, passed unanimously.
• Accounting Summary Report:
  • Net General Fund balance: $68,973.29
  • Project Fund Balance: $1,976.90
• Payables:
  • Warrants totaling $984.20, including dock navigation lights and Mantle Industries inspection of dock ramp. Payment to Quigg Bros. to be reported in November. Approved unanimously.

Phase II Piling Replacement#

• Piling replacement completed.
• Ladder and navigation lighting installed.

Swim Float Gangway Replacement#

• Scheduled for 2016 expenditure.
• Two options: 28-foot or 32-foot ramp, both within approved budget.
• Commissioner Henderson reviewing shipping alternatives to reduce $880 quoted cost.

Stair Tread Replacement#

• Completed.

2016 Budget Approval and Resolution#

• Resolution 2015-06: Adopt the 2016 Budget as proposed and published. Motion passed unanimously.
• Resolution 2015-07: Tax levy increase of 1.095% from previous year. Motion passed unanimously.
• Auditor Susan Henry to submit levy certification to County Assessor.

Conceptual Head of Dock Designs#

• Presented by Connie and Terry Reckord. Three options reviewed:
  1. No changes
  2. Minimal changes with aesthetic and ADA improvements (Plan B selected)
  3. Widening the head of the dock
• Commissioners and public favor Plan B.
• Expanded engineering drawings and cost estimates to be reviewed at December meeting.

Tuesday, November 17, 2015 – Indianola Clubhouse, 7:00 PM

Open to Public Comment#

• Question about stringer condition at dock end; no issues reported by Quigg Bros.
• 100-year anniversary question; Commissioner Henderson to contact Susan Hancock for status.
