Meeting Minutes of the Indianola Port District Board of Port Commissioners Tuesday, May 19, 2015 – 7:00 PM Indianola Clubhouse, 20446 Indianola Road NE, Indianola, WA 98342

Call to Order#

Commissioner Henderson called the meeting to order at 7:05 PM.

Commissioner Comments#

Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items. None

Consent Agenda Items#

All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered routine, and will be enacted by one motion of the Commission with no separate discussion. Items may be removed for separate discussion by a Commission member or by citizen request.

• Meeting Minutes: April 21, 2015 – Commissioner Cookson moved to accept the minutes as submitted. Seconded by Commissioner Henderson, passed unanimously.
• Accounting Summary Report: Net General Fund balance as of April 30, 2015: $84,475.55.
• Payables: No warrants issued in April 2015.
• Auditor Henry requested Commissioner Lane continue to share all volunteer worker names and timesheets for quarterly reporting to the Department of Labor and Industries.

Annual Report#

• Auditor Henry noted that the Annual Report to the State Auditor’s office is complete and draft copies were forwarded to Commissioners for review prior to submission.

Phase II Contract#

• Quigg Brothers submitted final contract dated May 19, 2015: $250,064.35.
• Scope includes replacement of bents 5, 6, 9, 10, 53, 54, 56, 57, 58; replacement of emergency ladder at end of dock; repair/replacement of seasonal swim float ramp mounting brackets.
• Mobilization scheduled: September 7–25, 2015.
• Resolution 2015-04: Motion to accept Quigg Brothers contract – moved Commissioner Cookson, seconded Commissioner Lane, passed unanimously.

Permit Update#

• Connie Reckord and Lisa Fitch anticipate finalizing permit submittals prior to June Commissioners Meeting.

Deck Boards / Railings#

• Kitsap County Department of Community Development (KCDCD) advised a building permit is required for ongoing deck repair.
• Existing 5-year maintenance/repair permit requires 30-day notice for any repair activity to determine if additional building permit is required.
• Commissioner Henderson submitted permit paperwork May 16, 2015.
• Deck repair by volunteers halted until building permit is issued (expected mid-June).
• Repairs exceeding six feet in width require communication with WA Department of Fish & Wildlife; major repairs may require grating on ≥50% surface.

Phase II Funding#

• Commissioner Lane contacted Cashmere Bank regarding refinancing and re-funding of initial General Obligation Bond; details anticipated at June 2015 meeting.

Next Meeting#

Tuesday, June 16, 2015 – Indianola Clubhouse, 7:00 PM

Open to Public Comment#

• Question about construction permit requirements. Commissioners confirmed awareness of 5-year maintenance permit and 30-day notice requirement; compliance will continue for all future maintenance projects.
