Meeting Minutes of the Indianola Port District Board of Port Commissioners Tuesday, July 21, 2015 – 7:00 PM Indianola Clubhouse, 20446 Indianola Road NE, Indianola, WA 98342

Call to Order#

Commissioner Henderson called the meeting to order at 7:04 PM.

Commissioner Comments#

Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items. None

Consent Agenda Items#

All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered routine, and will be enacted by one motion of the Commission with no separate discussion. Items may be removed for separate discussion by a Commission member or by citizen request.

• Meeting Minutes:
  • June 16, 2015 – Commissioner Cookson moved to accept the minutes as submitted. Seconded by Commissioner Lane, passed unanimously.
  • July 2, 2015 Special Meeting – Commissioner Lane moved to accept the minutes as submitted. Seconded by Commissioner Henderson, passed unanimously.
• Accounting Summary Report: Net General Fund balance after warrants: $78,487.18. Project Fund Balance: $2,069.06.
• Payables: Warrants totaling $8,749.39, including Kitsap County permit fee for Phase II dock repair and wood from Smyth Mill for decking replacement. Approved unanimously.

New Business Items#

Bond Financing#

• Resolution 2015-06: New $250,000 bond for Phase II capital improvement project.
• K&L Gates attorney fee expected ≤ $3,000. Interest rate starts at 2.98% until 2020, then increases. Planned funding date: August 13, 2015.
• Commissioner Lane moved to accept the limited tax general obligation bond. Seconded by Commissioner Cookson, passed unanimously.

Permit Update#

• County permit approved; paperwork to be ready in 1–2 weeks. Corps review expected within 2 weeks.

Stair Treads / Rail Caps#

• Materials and work for stair treads and rail caps discussed. Volunteers ready to continue repairs. Rails and stairs to be replaced with Douglas fir.
• Commissioner Lane acknowledged Bill Sibbitt’s log and milling donation.

Master Plan Update#

• Master Plan approved by state, making Port eligible for grants. Next grant cycle: funding in 2017, application due March 1, 2016.
• Commissioner Cookson to develop alternate proposals and sketches for community input.

Dock Signage#

• Water trails sign to be placed at the dock end after Phase II completion. Existing head-of-dock signs may be incorporated into a remodel.

Fourth of July 2016#

• Discussion of controlling fireworks from dock property. Community discussion anticipated at IBIC meeting in August.

Next Meeting#

Tuesday, August 11, 2015 – Indianola Clubhouse, 7:00 PM

Open to Public Comment#

• Susan Hancock asked about archives. Jerry Richards has records from the beginning to 2005, and Commissioner Henderson has 2005 to present. Additional photos needed for the centennial book.

Commissioners Comments#

• Commissioner Lane praised the positive community involvement in Port repairs.

Commissioner Lane moved to adjourn at 8:40 PM. Seconded by Commissioner Cookson, passed unanimously.
