Meeting Minutes of the Indianola Port District Board of Port Commissioners Tuesday, January 27, 2015 – 7:00 PM Indianola Clubhouse, 20446 Indianola Road NE, Indianola, WA 98342

Call to Order
Commissioner Henderson called the meeting to order at 7:05 PM.
Commissioner Comments
Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items. None.
Consent Agenda Items
All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered routine, and will be enacted by one motion of the Commission with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by a Commission member or by Citizen Request.
- Meeting Minutes of the December 15, 2014 meeting – Commissioner Lane moved to accept the minutes as submitted. Second by Commissioner Henderson, passed unanimously.
- Accounting Summary Report by Port Auditor Susan Henry:
- Port had the Washington State audit for 2012 and 2013 and passed with no issues. Cost of the audit was $334.40.
- Donations for the Plankholder account are tracked separately. To date, over $7,000 has been received.
- Payables: Warrants include the electric bill and purchase of 320 planks, totaling $2,200.27. Commissioner Lane moved to approve warrants as submitted. Seconded by Commissioner Cookson, passed unanimously.

Comprehensive Scheme – Commissioner Cookson
- The plan was posted for public review on the POI website; no comments were received.
- Resolution #2015-01 presented for adoption.
- Motion: Commissioner Cookson moved to approve Resolution 2015-01 to adopt the 2015 Comprehensive Scheme as written. Seconded by Commissioner Lane, passed unanimously.
Fundraising
- Susan Hancock reported she held and publicized two meetings.
- Two people are ready to work on the coffee table book about Port history, aiming for completion by the holiday season.
Phase 2 Discussion
- Commissioner Henderson and Art Langlie met with Quigg Brothers to discuss the next phase. The end of the dock is priority #1. Quigg would remove and replace decking. Nine pilings would support the end of the dock, with remaining permitted pilings chosen from the length of the dock.
- Commissioner Lane discussed increasing debt from $252,000 to $484,000. Phase 2 would extend the debt 13 years, keeping the same payment amount.
- Commissioner Henderson noted that the Port has two years remaining on the permit, and future rules may be more restrictive.
- Engineering drawings of the dock end will be required; Art Langlie will follow up.
- Commissioner Henderson will contact Connie Reckord and Lisa Fitch to start the permit submittal process.
- The Port will vote on Phase 2 financing at the next meeting.
Update on Deck Boards – Commissioner Lane
- Some lumber is coming from Indianola trees.
- Volunteers will be contacted, and waivers will need to be signed. Commissioner Lane will check about LNI requirements.

- Presented by Sara Runnels; looks great. A digital version will also be sent.
