Meeting Minutes of the Indianola Port District Board of Port Commissioners Tuesday, July 17, 2014 at 7:00 PM Indianola Clubhouse, 20446 Indianola Road NE, Indianola, WA 98342

Call to Order

Meeting called to order at 7:04 PM.


Commissioner Comments

Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items. None


All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered to be routine and will be enacted by one motion of the Commission with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by a Commission member or by Citizen Request.

  • Meeting Minutes of the June 17, 2014 meeting – Commissioner Lane moved to accept the minutes as submitted, Second by Commissioner Henderson, passed unanimously.
  • Payables – None

New Business Items

  • Accounting Summary – Port Auditor, Susan Henry, reported POI account balance of $75,496.40.

  • Permitting – Commissioner Henderson reported no update from Kitsap County. Permit submitted May 29, 2014. SEPA comment notice published later than anticipated. Commissioner Henderson to contact KCDCD for updated progress.

  • Bond Funding – Commissioner Lane reported Finance Committee recommended financing 100% of Quigg Brothers contract ($250,000). Quigg Brothers requested $66,000 advance by August 25, 2014. Port will forward funds and be reimbursed after General Obligation Bond funding (anticipated August 19, 2014, coinciding with next Commissioners meeting). Commissioner Lane to confirm semi-annual payment schedule with Port Auditor.

  • Port of Indianola Fundraising – Susan Hancock will schedule a meeting to determine contents of a fundraising update for the Sept/Oct Indianola Breeze, including deck maintenance. Advisory Committee member Les Fitch recommended focusing next on near shore piling. Commissioners Lane and Henderson emphasized planning for next maintenance effort and fundraising. Susan Hancock suggested ideas such as a historical dock image book; Commissioner Henderson to provide historical dock artifacts.

  • Kayak Storage – Commissioner Lane suggested delaying action until September or later as near shore piling maintenance may affect design.

  • Portable Toilets – IBIC – Commissioner Henderson reported IBIC requested Port sponsor one of three additional portable toilets at $85/month for three months. Motion approved for two months (July–August 2014) by Commissioner Henderson, seconded Commissioner Cookson, passed unanimously.

  • Survey Result for Planning Document – Commissioner Cookson reported 791 surveys sent, 92 returned (~11%). Priorities identified:

    1. Piling Replacement
    2. Deck and Railing Maintenance
    3. Life Rings
    4. Float
    5. Seating
    6. Lighting
    7. Port Centennial Celebration (2016)

Commissioner Cookson will compile results and distribute via Indianola Breeze and Port website. Commissioner Lane suggested Breeze updates may be cost-effective but will not reach entire Port District.

  • Next Meeting – Tuesday, August 19, 2014, 7:00 PM, Indianola Clubhouse.

Open to Public Comment

  • Question regarding the end of Indianola Road and Port property; ADA parking designation. Kitsap County will answer as road-end is a Fire Lane. Port likely owns no property within road-end.
  • Fireworks barge launch: Wally Frizell expressed concern about barnacle debris from winter storage of swim float. Port will ensure cleanup in future and acknowledged Wally’s generosity.
  • Ladder rungs on dock piling removed after being identified as safety hazard.
  • Commissioner Henderson to provide Corps of Engineers documents to Advisory Committee members Connie Reckord and Lisa Fitch. Port must comply with construction notification within three working days.
  • Piling replacement schedule: Mobilization September 7, 2014; Completion September 21, 2014. Swim float to be removed; small community float remains until September.

Commissioners Comments

  • Commissioner Lane concerned about Kitsap County permit; Commissioner Henderson to contact County July 20 for update.
