Call to Order#

Meeting called to order at 7:03 PM.

Commissioner Comments#

Commissioner Henderson noted that the final permit inspection on the repairs had been completed and signed off by the county inspector. He thanked Paul Larson for helping with the inspections.

Consent Agenda Items#

All matters listed were approved in one motion unless removed for discussion.

• Meeting Minutes – December 3, 2013 Motion to accept by Commissioner Lane, second by Commissioner Henderson, passed unanimously.

• Payables – December 2013 Vouchers #1683–1688 totaling $2,330.05. Motion to accept by Commissioner Lane, second by Commissioner Henderson, passed unanimously.

• Payables – January 2014 Vouchers #1689–1691 totaling $3,062.94 (includes replacement for lost check #1670). Motion to accept by Commissioner Lane, second by Commissioner Henderson, passed unanimously.

New Business#

A. New Commissioners – Oath of Office#

Commissioners Lane and Cookson took the Oath of Office.

B. Resolution 2014-01 – Change of Auditor#

Susan Henry appointed Auditor for the Port effective January 7, 2014. Motion by Commissioner Lane, second by Commissioner Henderson, passed unanimously.

C. Resolution 2014-02 – Bank Signature Card#

Commissioner John Lane added as an authorized signer on the Port’s Bank of America account. Motion by Commissioner Lane, second by Commissioner Henderson, passed unanimously.

D. Resolution 2014-03 – Void Check#

Check #1670 (lost in the mail) was voided. Motion by Commissioner Lane, second by Commissioner Henderson, passed unanimously.

E. Accounting Summary#

Auditor Susan Henry presented the current financial statement.

• Balance as of November 30, 2013: $64,312.16
• Note: delay reflects timing of County Treasurer’s report.

F. Advisory Committee Report#

• Permit for Piling Replacement:
  • County indicated a Commercial Deck Permit may be needed.
  • Connie Reckord will follow up with county.
  • SEPA approval already in place may satisfy some requirements.
• HPA Compliance:
  • Annual maintenance summary due end of January.
  • Fish & Wildlife must be notified prior to work; one week notice recommended.
• Work Window:
  • Normal dock work window begins June 15.
  • Port will request approval to begin piling replacement earlier.
• Request for Quotation (RFQ) – Piling Replacement:
  • Sent January 7, 2014 to five contractors.
  • Options: 12-inch steel pilings (same as current) or 10-inch steel pilings (cost-effective, still structurally strong).
  • Responses expected in February.
  • Commissioner Henderson thanked Art Langlie and others for assembling the RFQ.

G. 2014 Port of Indianola Master Plan#

Commissioner Cookson reviewed updates made since the December 2013 draft.

H. Dock Life Rings#

Commissioner Lane discussed community requests for life rings on the dock.

• Previous attempts to station items on the dock proved difficult.
• Given current financial constraints, community donations were suggested to support the effort.

I. Change of Regular Meeting Date#

Commissioner Lane will confirm Clubhouse availability.

• County financial cycle favors third Tuesday.
• February meeting planned for Tuesday, February 11, 2014 at 7:00 PM, aligning with RFQ timeline.

Public Comment#

• Boat Storage Under Dock – Lisa Fitch noted only one owner renewed their sticker for 2014.
  • She will publish another notice in The Breeze.
  • Registration critical to allow boat owners to be contacted when dock work is required.

Commissioner Comments#

• Letterhead Design – Commissioner Henderson presented a draft design by Dave Caley for use with the POI Master Plan.
• Chinese Lanterns on Dock – Community inquiry about lighting/releasing lanterns from the dock.
  • Current signage prohibits fires/burning.
  • Decision: not approved. Commissioner Henderson will respond to the inquiry.
