Call to Order: 7:00 PM by Commissioner Henderson


  • Motion to approve consent agenda, excluding September 10, 2013 minutes, by Commissioner Henderson; seconded by Commissioner Cookson. Items included:
    • Meeting minutes: September 10, 2013 and September 24, 2013
    • Warrants 1670–1673 totaling $3,285.20

New Business

A. Accounting Summary

  • Nothing new to report.

B. District 3 Interviews and Appointment Process

  • Candidates: John Lane, Pat Hatchel, William Sibbett
  • Executive session: 7:17–7:25 PM
  • Motion by Commissioner Henderson to appoint William Sibbett as District 3 Commissioner; seconded by Commissioner Cookson.

C. Advisory Committee Report

  • Lisa Fitch coordinating with Kitsap County regarding future Port permits.

D. Resolutions

  • Resolution 2013–14: Forgo commissioner compensation. Motion by Henderson; seconded by Cookson.
  • Resolution 2013–15: Implement small works roster. Motion by Cookson; seconded by Sibbett.

E. Levy Lid Lift

  • Advisory committee preparing flyer for ballot.
  • Anticipated revenue: $16,800.00.

F. Level III Dock Assessment – Echelon Engineering

  • Assessment completed; report not yet available.

G. Preliminary 2014 Budget

  • Advisory committee and board met September 23, 2013.
  • Scott Coulter: Port will be in deficit unless a loan is obtained.
  • Special meeting to be scheduled; questions to be submitted via email.
  • Budget link to be added to website.

H. Next Meeting

  • Scheduled for Tuesday, November 12, 2013.

Public Comments

  • Julianna: Website needs more information.
  • Mike Hooley: Website is critical; $400 budget is too low.

Commissioner Comments

  • Henderson: Thanks to public.
  • Cookson: Asked for information on pile driving costs.
    • Quote from Thompson Pile Driving: $85,000–$100,000 to replace 10 pilings and bracing.
    • Port could use a line of credit to replace some pilings by December.
