Henderson: Purpose of the meeting:Review structural condition of the Indianola Dock and determine POI options moving forward. Hear from insurance representative. Present proposal to increase POI property tax levy on November general election ballot. Consent Agenda# Minutes of Special Meetings June 17 and June 27, 2013 – MSP and signed. Old Business# New Business# A. Dock Structural Assessment – Coast & Harbor Engineering# Presenters: Shane Phillips (Principal Engineer), Jon Padvorac (Staff Engineer)Key Notes: Level III assessment & design engineering: ~$20,000 Immediate maintenance costs (Level II assessment + construction): $110,000–$240,000 (excludes piping replacement) Focused assessment on critical piles; permits may have time restrictions unless emergency declared Tidal and storm risk addressed; strapping/brace measures can mitigate Vertical load and live load considered; structure currently supports 40–50 psf, can increase with design modifications Safe usage quantified by pounds per square foot; bracing can raise dock from 2 Hz to safe 3.5–4 Hz B. Insurance Update – Enduris# Mr. Antonettii: POI has liability coverage. No trespassing signs must remain until dock is deemed safe to prevent liability. C. Proposed Tax Levy Increase – Commissioner Wald# Current tax: ~$0.1542/$1,000 of assessed value POI income: ~$42,000/year Proposed increase: additional $0.06/$1,000 → total $0.22/$1,000 Resolution 2013-6 read to authorize placing proposition on November 5 ballot Comparative port taxes:Brownsville: $0.30 Bremerton: $0.36 Kingston: $0.211 Poulsbo: $0.30 Eglon: $0.10 Estimated $500 cost to place proposal on ballot Matthew Smith: Requested apology from Comm.
