Special Meeting Minutes – August 13, 2013

Commissioner Comments

  • Board actively seeking applicants for District 2 commissioner.
  • Application deadline: August 28, 2013.

New Business

A. Enduris Letter – August 12, 2013

  • Barb Renner read an email from Mark (POI insurance agent) clarifying Enduris’ position.
  • Enduris requests not to be mentioned in resolutions without prior permission.

B. Resolution 2013-10 – Dock Signage

  • Commissioner Wald read resolution aloud.
  • Henderson noted the resolution mentions Enduris; Wald suggested delaying signing until approval from Enduris is clarified (scheduled for September 3, 2013).
  • Public discussion: Letter from Enduris does not specify “No Trespassing” vs. “Use At Your Own Risk.” Board to confirm correct signage.

C. Advisory Committee Appointments

  • Open call for volunteers; applicants must be taxpayers.
  • Sixteen new volunteers joined; with two existing members, committee now has 18 members.

D. Existing Suspension of Use of Indianola Dock

  • Henderson presented a timeline of suspension and proposed site visits at high and low tides.
  • Site visit reports will be forwarded to CHE for recommendations.

E. Community Volunteer Committee

  • Volunteer committee appointed to clean pilings prior to Level III assessment.

Public Comments

  • Dave Haley: Clarified statements are personal, not representative of IBIC.
  • Julianna Pickroll: Dock closure unnecessary; cross bracing and straps address critical problems from waves/storms.
  • John Lane: Suggested community monitoring of dock.
  • Lisa Fitch: Demonstrated dock’s vertical load capacity; suggested seeking second engineering opinion and using Advisory Committee to interpret reports.
  • Bill Sibbit: Explained dock sway is normal; engineers did not indicate imminent failure.
  • Patti Klinkert: Recommended establishing a monitored safe occupancy number for daily dock use.
  • Dick Hale: Pounds per square foot calculation applies only to faulty pilings; noted that even one person can sway the pier.
  • Public member: Clarified meeting purpose—Wald’s review of Henderson’s August 7 dock-opening proposal. Wald not yet ready to decide; meeting scheduled after Emily Reckord’s request for resolution consideration.
