1. Call to Order

  • Meeting called to order at 6:58 PM.

2. Open Meeting to Public Comments

3. Commissioner Comments

  • None

  • October 2, 2012 Regular Meeting Minutes approved.
    • Correction: Brad Miller conducted pile soundings (not Brian Bogner).
  • Warrants #1615–#1619 totaling $1,058.52 approved.

5. Old Business

  • Comprehensive Plan – continues in development. Advisory Board to meet Nov. 20th to review rough draft; notice in North Kitsap Herald.
  • JARPA Permit Update – JARPA/HPA permits and SEPA checklist in progress, expected mid-December.
  • PND Final Site Visit Charges – Comm. Henderson drafted letter to PND; to be reviewed by Commissioners.
  • IBIC Beach Porta-Potties – Commissioners awaiting feasibility/cost info from IBIC before supporting efforts.

6. New Business

A. Pile Soundings Report

  • Conducted by Brad Miller:
    • Upper/lower grade of first half of pier pilings and upper grade of second half assessed.
    • Many pilings hollow, split, or completely “trashed”; first half more compromised.
    • Stub piles around many pilings 98–100% compromised.
    • Some pilings not strapped to caps, potentially compromising pier stability during storms.
    • Final lower grade soundings for second half cannot be completed until Spring 2013 (low tide required).
    • Recommended hiring consulting engineer to assess pier stability.
    • Comm. Henderson to request cost info from Shane Phillips, Coasts & Harbor Engineering Firm.

B. Recording Secretary Resignation

  • Beverly Ford resigned; requested no compensation for work done.
  • Job description to be drafted and posted in December Breeze and at Post Office.
  • Carol Tripp to e-mail template; Comm. Frank to draft final description.

C. WPPA Seminar Update

  • Commissioners Frank & Wald attended Oct. 25–26 seminar.
  • Focus on funding sources, hiring consultants, SEPA checklist guidelines.

D. Solar Speed Sign

  • Comm. Frank to draft letter to Kitsap County supporting permanent placement on Indianola Road NE.

E. Accounting Report

  • Carol Tripp submitted accounting report & payment voucher form.
  • Plans to sell investments to fund current expenditures; replenished by incoming Port revenues.

8. Commissioner Comments

  • December 4th meeting rescheduled to special meeting on Dec. 18; notice to be posted in North Kitsap Herald.
