MEETING MINUTES OF THE INDIANOLA PORT DISTRICT BOARD OF PORT COMMISSIONERS, TUESDAY MARCH 19, 2019 AT 7:00 PM, INDIANOLA CLUBHOUSE 18976 INDIANOLA ROAD NE, INDIANOLA, WA 98342

CALL TO ORDER Commissioner Henderson called the meeting to order at 7:01 PM
COMMISSIONER COMMENTS: Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items. NONE
CONSENT AGENDA ITEMS:
All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered to be routine and will be enacted by one motion of the Commission with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by a Commission member or by Citizen Request.

Meeting Minutes of the January 15, 2019 regular meeting – Commissioner Henderson moved to accept the minutes as submitted. Second by Commissioner Cookson, passed unanimously.

Accounting Summary Report by Port Auditor Susan Henry. Auditor Henry provided statements for January 2019 and February 2019. As of February 28, 2019, Net General Fund balance after warrants paid, not including project fund, is $102,016.18. Project Fund Balance is $4,253.18.

Payables for March are $984.61. Voucher #2061 for $49.61 to reimburse Jeff Henderson. Voucher #2062 for $300.00 to WPPA for annual dues. Voucher #2063 for $635.00 to Kitsap County Public Works for road vacation filing fee. Commissioner Henderson moved to approve payment of vouchers as submitted. Second by Commissioner Cookson, passed unanimously.

Maintenance and Repair Permit Renewal: Commissioner Lane is working on this. No change reported

Next steps on Dock Entrance Upgrade –
1. Commissioners need to approve draft specifications
2. Road end survey to be sent to Terry Reckord in digital format.
3. Need to identify possible contractors for the project.
4. Terry Reckord recommends getting a structural engineer to review and sign off on the structure design. Terry will find some candidates and email to the Commissioners to contact.
Commissioner Henderson and the other Port of Indianola Commissioners wish to recognize and thank Terry and Connie Reckord and their firm for their valuable support and many pro bono hours on this project.
5. Commissioner Cookson noted that RCO had asked about getting a cultural survey for the project site.

Easement – Road End Survey Update: Commissioner Lane has agreement from neighbors to sign quit claim and Kitsap County will sign easement for the maintenance of the outflow. Commissioner Lane contact KC Commissioner Gelder’s office to invite him to the next meeting or another time to have an onsite review of the plans for the project and to request County approval. Commissioner Lane will submit the vacate permit.
D. 2018 Annual Fiscal Report – Auditor Henry reports that the annual report has been filed.
Commissioner Henderson thanks Susan for completing the report.
Next Port Commission Meeting will be held on April 16, 2019.

COMMISSIONERS COMMENTS –
Commissioners reported that the election of a new Port Commissioner is coming this year.

ADJOURNMENT – Commissioner Henderson moved to adjourn the meeting at 8:08 PM. Seconded by Commissioner Lane, passed unanimously.
