MEETING MINUTES OF THE INDIANOLA PORT DISTRICT BOARD OF PORT COMMISSIONERS, TUESDAY AUGUST 20, 2019 AT 7:00 PM, INDIANOLA CLUBHOUSE 18976 INDIANOLA ROAD NE, INDIANOLA, WA 98342

CALL TO ORDER Commissioner Henderson called the meeting to order at 7:02 PM
COMMISSIONER COMMENTS: Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items. NONE
CONSENT AGENDA ITEMS:
All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered to be routine and will be enacted by one motion of the Commission with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by a Commission member or by Citizen Request.

Meeting Minutes of the July 16, 2019 regular meeting – Commissioner Henderson moved to accept the minutes as submitted. Second by Commissioner Lane, passed unanimously.

Accounting Summary Report by Port Auditor Susan Henry. Auditor Henry provided statement for July 2019. As of July 31, 2019, Net General Fund balance after warrants paid, not including project fund, is $92,717.85. Project Fund Balance is ($10,701.76). As agreed in earlier meetings, the Project Fund is now being used to track the RCO Grant Match.

Payables for June are $4,955.81. Voucher #2074 for $9.25 to John Lane to reimburse for mailings. Voucher #2075 for $60.00 to Puget Sound Energy for electric bills. Voucher #2076 for $69.50 to Cory Gregerson for website management. Voucher #2077 for $4,817.06 to Aspect Consulting for Geotech work for Dock RCO Grant. Commissioner Henderson moved to approve payment of vouchers as submitted. Second by Commissioner Lane, passed unanimously.
OLD BUSINESS ITEMS - NONE
NEW BUSINESS ITEMS

Road End Vacation Update –Commissioner Lane reports the vacation is completed effective August 16, 2019. Kitsap County will continue to maintain the storm water outflow. Commissioner Lane noted that Molly Foster at the County has been very helpful throughout the process.

Dock Entrance Upgrade - Report by Terry Reckord
1. Commissioner Henderson will send Terry Reckord a digital copy of the Goldsworthy survey to review and include in the new drawings package.
2. SEPA Checklist Draft is done. 5 Year HPA is needed to complete the SEPA.
3. “No Net Loss” report needs to be done by a certified habitat biologist.
4. A silt fence will be required during construction.
5.Two permits needed for project construction: Waterfront Structure permit which usually takes a month to obtain and Shoreline Substantial Development permit which can take several months.

2020 Preliminary Budget will be reviewed at the September meeting.

Discussion on webpage verbiage needed at a future meeting.

Next Port Commission Meeting will be held on September 17, 2019. October meeting will be October 15, 2019.

Commissioner Cookson notes that he has heard of a company that provides pre-fab boat ramps. Future discussion and further information is needed. But those present agreed that the boat ramp was a valuable asset to the community and needed maintenance
EXECUTIVE SESSION – NONE
ADJOURNMENT – Commissioner Henderson moved to adjourn the meeting at 8:13 PM. Seconded by Commissioner Cookson, passed unanimously.
