MEETING MINUTES OF THE INDIANOLA PORT DISTRICT BOARD OF PORT COMMISSIONERS, TUESDAY NOVEMBER 20, 2018 AT 7:00 PM, INDIANOLA CLUBHOUSE 18976 INDIANOLA ROAD NE, INDIANOLA, WA 98342

CALL TO ORDER Commissioner Henderson called the meeting to order at 7:01 PM
COMMISSIONER COMMENTS: Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items. NONE
CONSENT AGENDA ITEMS:
All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered to be routine and will be enacted by one motion of the Commission with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by a Commission member or by Citizen Request.
Meeting Minutes of the October 16, 2018 regular meeting – Commissioner Henderson moved to accept the minutes as submitted. Second by Commissioner Cookson, passed unanimously.
Accounting Summary Report by Port Auditor Susan Henry. Auditor Henry provided statements for October 2018. As of October 31, 2018, Net General Fund balance after warrants paid, not including project fund, is $114,268.88. Project Fund Balance is $4,178.18.
Payables for November are $2,183.29. Voucher #2056 for $527.00 to Mattson Marine for float storage. Voucher #2057 for $36.29 to Sound Publishing for the budget notice. Voucher #2058 for $1,620.00 to AGO Surveying for the Dock Project. Commissioner Henderson moved to approve payment of vouchers as submitted. Second by Commissioner Cookson, passed unanimously.
OLD BUSINESS ITEMS - NONE
NEW BUSINESS ITEMS
Maintenance and Repair Permit Renewal: Commissioner Lane is working on this. No change reported
Next steps on Dock Entrance Upgrade - Road end survey nearly completed. Terry Reckord presented a draft of specifications for the dock project work which can be used for sending out bids to contractors. Timing for the work is currently planned for October 2019 and should take about a month.
2019 Port of Indianola Final Budget –Preliminary Budget was published for public review. Commissioners Henderson moved that the 2019 Budget be approved as submitted. Seconded by Commissioner Cookson. Passed unanimously.
Resolution 2018-01 Levy Increase for 2019. Commissioner Henderson moved to adopt Resolution 2018-01 in consideration of the 2019 budget. Seconded by Commissioner Cookson. Unanimously adopted.
Resolution 2018-02 Final Budget for 2019. Commissioner Henderson moved to adopt the Preliminary Budget as 2019 Final Budget. Seconded by Commissioner Cookson, unanimously adopted.
Next Port Commission Meeting will be held on January 15, 2019.
OPEN TO PUBLIC COMMENT –
Further discussion held regarding the next steps in the head of the dock remodel project. As soon as possible the survey will be submitted to the county. POI will proceed with vacation process, including onsite meeting with Commissioner Gelder. Survey information will be provided to Terry Reckord for final drawings. County will have easement to maintain storm water outfall. Commissioner Henderson will contact an attorney to discuss the vacation process.
COMMISSIONERS COMMENTS –
Commissioner Cookson raised a question about the IBIC boat ramp property. As the boat ramp is a significant benefit to the community but is deteriorating, what could the Port do maintain the boat ramp or help the IBIC with the task.

ADJOURNMENT – Commissioner Henderson moved to adjourn the meeting at 8:21 PM. Seconded by Commissioner Cookson, passed unanimously.
