MEETING MINUTES OF THE INDIANOLA PORT DISTRICT BOARD OF PORT COMMISSIONERS, Tuesday, May 19, 2015 at 7:00 PM, INDIANOLA CLUBHOUSE 20446 INDIANOLA ROAD NE, INDIANOLA, WA 98342

CALL TO ORDER Commissioner Henderson called the meeting to order at 7:05 PM
COMMISSIONER COMMENTS: Commissioner Comments is the time for Board members to present verbal reports and suggest future agenda items. NONE
CONSENT AGENDA ITEMS:
All matters listed within the Consent Agenda have been distributed to each member of the Commission for reading and study, are considered to be routine and will be enacted by one motion of the Commission with no separate discussion. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by a Commission member or by Citizen Request.
- Meeting Minutes of the April 21, 2015 meeting – Commissioner Cookson moved to accept the minutes as submitted, Second by Commissioner Henderson, passed unanimously.
- Accounting Summary Report by Port Auditor Susan Henry

Net General Fund balance as of April 30, 2015, is $84,475.55.

Payables – No warrants issued in April 2015.

Auditor Henry requested that Commissioner Lane continue to share all volunteer workers names and time sheets for required quarterly reports to the Department of Labor and Industries.

NEW BUSINESS ITEMS

Annual Report – Susan Henry - Auditor Henry noted that she has completed the Annual Report due to the State Auditor’s office by the end of May. Draft copies have been forwarded to the Commissioners for review prior to submission.

Phase II Contract – Quigg Brothers submitted a final contract dated May 19, 2015 totaling $250,064.35. Scope of work details replacement of bents 5, 6, 9, 10, 53, 54, 56, 57 and 58, replacement of the emergency ladder at the end of the Indianola Dock and repair or replacement of the seasonal swim float ramp mounting brackets. Mobilization scheduled to commence on September 7, 2015 with the scheduled completion date of September 25, 2015.

Resolution 2015-04 was presented to accept the Quigg Brothers contract as reviewed. Motion to accept Resolution 2015-04 Commissioner Cookson, seconded Commissioner Lane, unanimously passed.

Permit Update – Connie Reckord and Lisa Fitch anticipate finalizing the necessary permit submittals prior to the June Commissioners Meeting.

Update Deck Boards/Railings – The Port was contacted and advised by Kitsap County Department of Community Development (KCDCD) that a building permit is required for the ongoing deck repair. The Port has a Kitsap County five-year maintenance and repair permit but the County also requires a 30 notice of any repair activity to determine if a building permit is also required. Commissioner Henderson submitted the permit paperwork supplied by KCDCD on May 16, 2015. Submitted permit also includes potential repair of the dock railing predicated on continuing donations to fund railing repair. All dock board repair by community volunteers will be halted until the building permit has been issued, permit receipt anticipated by mid-June. Any repair of the decking at the end of the dock which is wider than six feet will require communication with Washington State Department of Fish & Wildlife. Significant repair or replacement that exceeds six feet may require grating on at least 50% of the surface area.

Phase II Funding – Commissioner Lane has contacted Cashmere Bank for re-finance and re-funding of our initial General Obligation Bond and anticipates that details will be available at our June 2015 Commissioners Meeting.

OPEN TO PUBLIC COMMENT -
A question was asked if the Commissioners were aware that a construction permit for deck maintenance from Kitsap County was required. Commissioners were aware of the existing five-year maintenance and repair permit which specifically detailed deck board maintenance and repair. Kitsap County advised that a 30 day notice of any maintenance work is required to determine if a commercial construction permit is required. Commissioners have noted this requirement and will comply accordingly for all future maintenance projects.
